A total of 9 representatives and experts from Hefei Apex Crystal Technology Co., Ltd. (construction unit) and Anhui Character Testing Technology Co., Ltd. (monitoring unit) attended the meeting (the list is attached). Delegates at the meeting checked the project site and surrounding environment, and according to the "Report on Environmental Protection Acceptance of Completion of CVD Diamond Semiconductor R & D and Production Project of Hefei Apex Crystal Technology Co., Ltd." and "Interim Measures for Environmental Protection Acceptance of Completion of Construction Projects" (National Environmental Planning and Environmental Assessment [2017] No. 4), in strict accordance with the relevant laws and regulations of the state, the technical specifications for environmental protection acceptance of the completion of construction projects, the project environmental impact report form and the approval decision of the approval department, the acceptance of the project is carried out, and the opinions are as follows:

Basic situation of 1. engineering construction

(I) construction site, scale and main construction contents

This project is located on the southwest side of the 2nd floor of the joint factory building at 1599 Dabie Mountain Road, Hefei High-tech Zone. This project is a new project, leasing the existing plant for renovation, with a total construction area of about 3995.68 m2. The main construction contents of this project include: cutting workshop, polishing workshop, equipment workshop, purification workshop, experimental workshop, office area and other supporting facilities. The project design production scale: annual output of diamond 200000 pieces.

In 2023, the Company commissioned Anhui Huajing Capital Environment Technology Co., Ltd. to prepare the "Environmental Impact Report Form for CVD Diamond Semiconductor R & D and Production Project of Hefei Apprant Crystal Technology Co., Ltd.". On June 12, 2023, it was approved by Hefei Ecological Environment Bureau, and the approval document is: "Approval of the Environmental Impact Report Form for" CVD Diamond Semiconductor R & D and Production Project of Hefei Advanced Crystal Technology Co., Ltd. "(Huanjianshen [2023] No. 10044). Since the establishment of the project, there has been no record of environmental complaints, violations or penalties.

The actual total investment of the project is 31.05 million yuan, of which the actual environmental protection investment is 209000 yuan.

The main content of the project and its supporting environmental protection facilities have been completed, and the overall completion of the project environmental protection acceptance.

Changes in 2. works

The actual location of the reagent library of this project has changed, and the function has not changed. The actual building area of the hazardous waste temporary storage room increases. The actual number of gas cylinder rooms and the construction area are changed to meet the storage requirements of the gas required by the project.

The above changes are not major changes in the List of Major Changes in Pollution Impact Construction Projects (Trial), and there is no need to re-submit the environmental impact assessment document for approval. Project changes will be included in the completion of the environmental protection acceptance management.

Construction of environmental protection facilities in 3.

1. Waste water

The project relies on the existing rain sewage pipe network and septic tank in the leased plant area. The domestic sewage is pretreated by the septic tank and discharged into the municipal sewage pipe network together with cleaning wastewater, chiller drainage and concentrated water produced by pure water preparation, and then enters the western group sewage treatment plant for treatment.

2. Exhaust gas

The waste gas of this project is mainly organic waste gas produced by ultrasonic cleaning process, which is collected and treated by secondary activated carbon adsorption device, and the treated waste gas is discharged through a 15-meter-high exhaust cylinder.

3. Noise

The noise source of this project is mainly production equipment. Noise reduction measures such as vibration reduction and sound insulation shall be adopted to reduce the impact of project noise on the surrounding environment.

4. Solid waste

General waste packaging materials are collected and sold for recycling by professional material companies. Unqualified products, waste scrap, waste ion-exchange membrane, waste filtration materials (waste activated carbon, waste reverse osmosis membrane, waste resin) are collected and sold. The environmental sanitation department is responsible for the removal and disposal of deposited carbon, waste desiccant and domestic waste. Cleaning waste liquid, waste ethanol packaging bottles and waste activated carbon are all hazardous wastes. After collection, they are classified and temporarily stored in the hazardous waste temporary storage room, and are entrusted to Hefei Chuangmei Environmental Protection Technology Co., Ltd. for outward transportation and disposal.

According to the Environmental Protection Acceptance Test Report on the Completion of CVD Diamond Semiconductor R & D and Production Project of Hefei Xianduan Crystal Technology Co., Ltd. (Anhui Character Testing Technology Co., Ltd., report No. PG23111402), the pollutant emission standards of this project are as follows:

1. Waste water

During the acceptance monitoring period, the average daily concentration of pH, COD, BOD5, SS and ammonia nitrogen at the total discharge of wastewater in the leased plant of the project can meet the requirements of the takeover standard of Hefei Western Group Sewage Treatment Plant.

2. Exhaust gas

During the acceptance monitoring period, the total non-methane hydrocarbon emission at the outlet of the secondary activated carbon adsorption device can meet the requirements of Shanghai Integrated Emission Standard of Air Pollutants (DB31/933-2015).

The unorganized emission concentrations of particulate matter and non-methane total hydrocarbons at the upstream and downwind plant boundaries can meet the requirements of Shanghai Integrated Emission Standard for Air Pollutants (DB31/933-2015).

3. Noise

During the acceptance and monitoring period, the noise level at the boundary of the plant meets the Class 3 standard in the Emission Standard for Environmental Noise at Boundary of Industrial Enterprises (GB12348-2008).
